MPs debated whether a third runway at Heathrow would deliver real growth for the rest of the UK, after Munira Wilson argued the Government has sharply reduced its GDP estimate and that places such as Birmingham and Manchester could lose out. The Government said expansion would support trade nationwide, with 40% of the estimated economic benefits outside London and the south-east, and pointed to more than 60,000 jobs and over £40 billion for the British economy.

The Government said HS2 Ltd spent £77.8m on consultants in 2025-26 to reset a badly managed project, with costs now estimated at £87.7bn to £102.7bn and full completion not expected until 2040-43; peers challenged the value of the spending, whether HS2 should still go ahead, and what will happen to routes north of Birmingham.

Peers questioned how the independent inquiry led by Lady Longfield will address failures in child sexual exploitation cases, including poor recording of offenders’ ethnicity, criminal records carried by survivors, taxi licensing checks and whether public officials involved in past failings can be required to give evidence.

MPs questioned Transport Secretary Heidi Alexander after two trains collided on 19 June, killing driver Shaun Burton; she said investigators would establish the facts, the Government would act on recommendations, and the Bedford to Luton line would remain closed until it is safe to reopen.

Lords scrutinised whether the aviation bill gives ministers and the Civil Aviation Authority too much control over airspace redesign, airport slots and safety rules, pressing for clearer consultation, environmental and parliamentary checks; ministers defended existing safeguards, promised further detail on some points, and several amendments are likely to return at Report.

MPs said residents on new housing estates are being left with unsafe, poorly maintained roads or private management charges; Matthew Pennycook said ministers are analysing consultation responses and want common standards before councils can be required to take on more roads and shared facilities.

The Transport Secretary said an independent taskforce and more powers for local leaders would help speed up projects blocked by funding, land and planning problems, while MPs pushed for action on Devon rail services, Watchet’s road access and the future of the bus fare cap.

The Government said Great British Railways and an £11bn TransPennine upgrade would improve reliability, but MPs challenged it over East West Rail gaps, station safety, veterans’ discounts and alleged service cuts; ministers promised no change to veterans’ schemes but gave no start date for new East West passenger services.

Ministers said major road and rail upgrades in Bedfordshire and Cambridgeshire are intended to support the planned Universal resort and regional growth, but MPs pressed for joined-up local links and challenged whether East West Rail can open services soon enough.

Heidi Alexander pointed to a new national road safety plan aiming to cut deaths and serious injuries by 65% by 2035, but MPs challenged how that will translate into fixes at problem sites, including the M3/A322 in Surrey Heath and school crossings in Harlow; she said local authorities hold responsibility for some changes and promised more detail in the Cycling and Walking Investment Strategy due the next day.

Siân Berry argued that the third road investment strategy asks too little of National Highways, with only a 7.5% cut in deaths and serious injuries by 2031, while Simon Lightwood said the target reflects the relative safety of motorways and sits alongside a wider aim to cut serious road casualties by 65% by 2035.

Ministers defended plans to cut transport emissions through electric vehicles, public transport, low-carbon fuels and cleaner shipping, but were pressed on whether shore power can work when grid charges make it more expensive than marine diesel; Keir Mather said the Government is speeding up connections and using the £448m UK SHORE programme to support on-site generation and battery storage.

Ministers said local leaders will get more powers and over £3bn for bus services, but did not commit to funding the national £3 fare cap beyond March 2027, saying its impact and value for money are being reviewed.
