The Lords supported the National Security (State Threats) Bill in principle, but pressed ministers to tighten its drafting and limit the risk that new offences could catch charities, humanitarian groups and conflict-mediation work. Peers also questioned whether the bill should go further on organisations linked to hostile states such as Iran’s IRGC and the Chinese Communist Party’s United Front Work Department; the minister promised a formal assurance on exemptions, said any future body designations would need Parliament’s approval, and confirmed passport seizure powers would be left to later legislation.

The Leader of the House set out the Commons timetable, while MPs used business questions to seek ministerial action on NHS corridor care, civil service pensions, coastguard pay, threatened bus routes, planning disputes, asylum and GP problems, post office closures and hospice funding; Sir Alan Campbell said several issues would be referred to departments, but no new debate or policy change was announced.

The Government argued that new powers to designate organisations were urgently needed to respond to current national security threats, but opponents said pushing permanent criminal law changes through the Commons in one afternoon would deny MPs proper scrutiny and force a vote on the timetable.

The Commons supported the principle of allowing ministers to designate groups linked to hostile states such as Iran’s Revolutionary Guard or Wagner and criminalise some support for them, but MPs warned that the Bill may be unclear, hard to prosecute and weak on oversight, human rights and humanitarian protections; Labour did not force a vote and called for changes in the Lords.

Yvette Cooper said the closure had raised fuel prices and damaged the global economy, and that the UK would support the US-Iran memorandum while working with France on a defensive naval mission to protect shipping and clear mines; MPs pressed ministers on Iran’s leverage, alternative supply routes and action against the IRGC.

The Government said its National Security (State Threats) Bill would let the Home Secretary designate organisations acting for hostile foreign powers, but peers pushed for quick action against Iran’s Revolutionary Guard and its proxies, while questioning whether the Bill goes far enough on membership, funding networks and UK-linked activity.

The weekly business session set out forthcoming debates on security, infected blood compensation, the Armed Forces Bill and spending, but most requests for new Government time were declined or redirected; ministers promised an autumn update and debate on youth inactivity after Alan Milburn’s recommendations, while offering no new statement on a Scottish independence referendum and no Government slot for a vote on the EHRC draft services code.
