Ministers were urged to review the Hong Kong Economic and Trade Office and strengthen protections for Hong Kongers in the UK after two men were jailed for helping a foreign intelligence service; the Government said the office still has a legitimate trade role, but promised continued monitoring, tighter vetting and police support for people at risk of transnational repression.

The Government said victims of transnational marriage abandonment can use a fee-free visa route introduced in January 2024, but peers challenged ministers on whether existing criminal laws, embassy support and prosecution data are enough to protect mostly women and children trapped overseas.

The Government said it is implementing Baroness Casey’s 12 recommendations, reopening closed cases through a £38m police operation and setting up a statutory inquiry due by 2029, while MPs pushed for faster justice, stronger evidence powers, consistent ethnicity recording, deportations and better victim support; ministers promised legislation on ethnicity data but did not commit to a public inquiry.

Ministers said the Home Office’s first State of Extremism report, due by the end of the year, may name people or groups spreading extremism where necessary and fair, as peers challenged the Government on antisemitism, Prevent, free speech, charity powers, online radicalisation and the need for clear safeguards against profiling or politicised labels.

MPs welcomed the new offence of assaulting a retail worker but questioned whether police will have the resources and consistency to tackle abuse linked to shoplifting, while pushing ministers to consider similar protections for bank, transport, NHS and airport staff.

The Government argued that new powers to designate organisations were urgently needed to respond to current national security threats, but opponents said pushing permanent criminal law changes through the Commons in one afternoon would deny MPs proper scrutiny and force a vote on the timetable.

The Commons supported the principle of allowing ministers to designate groups linked to hostile states such as Iran’s Revolutionary Guard or Wagner and criminalise some support for them, but MPs warned that the Bill may be unclear, hard to prosecute and weak on oversight, human rights and humanitarian protections; Labour did not force a vote and called for changes in the Lords.

Ministers said lowering the e-gate age for accompanied children would speed up family arrivals and make 1.5 million more children eligible, while MPs pressed for safeguards on trafficking and vulnerable children; the Home Office promised monitoring and a written answer on whether the Independent Anti-slavery Commissioner was consulted.

Ayoub Khan argued that West Midlands Police lacks the officers and long-term funding needed for visible community policing, while warning that stronger enforcement must not mean racial profiling or miscarriages of justice; the minister pointed to a £36.9m funding rise, targeted serious crime grants and a pledge of 13,000 extra neighbourhood police nationally by the end of the Parliament, but did not resolve calls for wider funding formula reform.
