Run this checklist before launching comments, debate threads, opinion posts, annotations, user-submitted evidence, reactions that affect ranking, quote-posting, sharing inside the product, personalised feeds, algorithmic recommendations, or search-like discovery expansion.

Required Checks

• Update the content and surface inventory.
• Update the risk assessment and severity model.
• Consider children and vulnerable users where relevant.
• Update Community Guidelines for the specific feature.
• Define moderation, reporting, appeal, and enforcement flows.
• Define public/private evidence boundaries.
• Define review queues and reviewer roles.
• Decide whether launch or later incidents require transparency-log entries.
• Review source/provenance, ranking, and recommendation explanations.
• Request legal or policy review where needed.

Publication Boundary

Do not describe future user-conduct moderation as an active capability until the feature, workflow, staffing assumptions, and appeal route exist.
