Peers questioned whether NHS diagnosis rates, public awareness and trial capacity are strong enough for emerging dementia drugs, as the Government pointed to £555m in recent research funding, work to restore the 66.7% diagnosis target, a new frailty and dementia framework by year end, and NICE reviews of two Alzheimer’s treatments.

Ministers argued that bringing NHS England back into the Department of Health and Social Care would cut duplication and improve accountability, but MPs pressed for clearer evidence on savings, redundancy costs, the future leadership model, and safeguards for patients, staff, local accountability and social care links.

Lords speakers warned that people with severe ME face patchy NHS support and a wait until at least April 2027 for decisions on specialist services; the Government said its ME/CFS delivery plan is under way, with a progress update due next month, research funding in place, and interim support for the most serious cases still being considered.

The Government said integrated care boards will not face a legal minimum spend on community-based services, despite peers warning that weak spending data and acute hospital pressures could drain money from learning disability, neighbourhood and primary care; ministers instead promised clearer local plans, better data, lower ICB running costs and an aim for 80% of community services to be delivered within 18 weeks by 2028-29.

MPs examined plans to abolish NHS England, give more power to integrated care boards and create a single patient record, with witnesses supporting simpler structures and better data sharing but warning that local accountability, social care links, privacy protections and staffing plans remain unclear.

Ministers were pressed on whether the Building Safety Regulator is slowing critical infrastructure projects, including major health sites; Samantha Dixon said the Government will create a dedicated hospital team within the regulator, publish guidance for NHS trusts and work with health bodies to reduce delays.
