Peers backed the return of strategic planning across council boundaries, but pressed ministers on how the new spatial development strategies will work in practice: who will draw them up, how far local councils will stay in control, how green belt and flood-risk rules will apply, and whether affordable housing will be built into them. The Government said these regulations are only the first step, with fuller rules to be consulted on after the summer and brought forward in the autumn.
