Government pressed on whether home-buying reforms will help first-time buyers
Ministers said planned changes to the home buying process would cut delays, costs and failed sales, but peers questioned whether this was enough to overcome high prices, deposit barriers, stamp duty, shared ownership problems and the shortage of affordable and social housing.
