The Lords debated the Government’s new towns programme and whether it has the leadership, funding and infrastructure plan needed to work. Peers broadly backed the idea, but warned that without early public investment, a clear national strategy, strong cross-government coordination and safeguards for land, transport, nature and local communities, the scheme could fail or create poorly planned housing.
