MPs marked 60 years since the “University of the Air” White Paper by praising the Open University’s role in widening access, but warned that falling adult participation, funding pressures and reliance on loans could weaken lifelong learning; the minister said the new lifelong learning entitlement will fund modular study from January 2027 up to age 60.
